Deforestation on the increase since "federalism"!

I wuld like to know why the Ethiopian government or the so called Kilil5 Authority do not do anything about the increasing trade of charcoal between the ppl of Kilil5 and "puntland" of Somalia.

Former British Somaliland has already banned any export of charcoal from its ports, however those under the "somalia" flag continue to ship charcoal to Middle East.

Why has Zenawi not pressured his cronies now in Baidoa to stop this environmentally damaging trade?
